Eganter Tweaker - either the head and 1x12 cab or the combo. I'll admit - I'm biased. :)

Tube amp with a large variety of tones to choose from and the ability to change out the tubes easily for even more variety.

This. You are just beginning a lifetime journey of "what kind of amp", and you already have a versatile head, so just get the 1x12 and now you have expanded your range of capability. I like head / cab because you can mix things up.

Agree that the Blues Jr. and Peavey Classic 30 are good.

I have a Classic 50 and they sound decent at bedroom volume for an amp that big.

Spend $299 and get a great 13Watt Tube amp from Fender. The Excelsior amp has a 15" speaker that delivers LOUD clean tones that can only be enhanced by your favorite OD/Distortion pedal, or turn it down for use in the dorm...

I'm gonna go different than everyone else here, I like my Crate Blue Voodoo BV6212 the BV60 is the same but with 1 12" speaker. You should be able to pick one up for $100-300 and with a couple tweeks mine sounds great (finally) I'm using JJ tubes and replaced a couple 12AX7s with 12AT7s for a little less gain, also the factory pots are cheap junk, but if they work I wouldn't replace them.

I use the overdrive channel for clean with the gain turned about 1/4 of the way up and the master volume clear up. It has a little breakup when played hard without getting too dirty, I also keep the tone controls under 1/2 way up.

You can do it with 20 watts and a Deluxe Reverb depending on the style of music.

If it's harder stuff in rock with distortion or a band with many pieces, go for at least 40 watts.

Check out the Hughes and Kettner Tubemesiter 18, that would probably get the job done, it's loud enough for most club gigs, and it has a direct out on the back for late night practicing. A new one will run around $600, but i've seen a couple used around $400. I also have a peavey classic 30 head that i'm in love with, but by far the biggest factor with heads is the speaker cab you get. I run through a vox AD212 with neodymium speakers in it, It sounds AWESOME. My room mate has a classic 30 combo, and the blue marvel speaker in it definitely doesn't get the right high-end imo.

The Nashville Craigslist sounds like a good idea. I just checked it out and they sure do have a LOT of stuff. You could watch it for a few days and get a feel for the market there.

If you really like your Jet City amp head (and it's a pretty good one), I'll echo the 'add a 1x12 cab' suggestions made earlier. Check out Avatar cabs (they're great, with your choice of speakers, pretty affordable, and they're well-made here in the States & no, I am not affiliated, just a happy customer of theirs)

If you absolutely must have a combo, the Blues Jr's and the Peavey Classic 30's do sound good.
