"tinkling" sound in 12AX7 (I think)

What's this mean?? It might be coming from a 6L6, but hard to tell...

Easy fix...replace the tube

The tinckling is the filaments in the tube rattling a bit. The tube is shot. The easiest way to tell is to tap the tube gently with the end of a pencil or pen....if it rattles you need to swap out the tube.

Ok..so I turned the amp on, let it heat up, and tapped each of the pre-amp and also the power tubes..the culprit is the third 12AX7...all other tubes were quiet, but when I hit that one it came straight through the speaker..

what would cause somethin like this?

no big deal

preamp tubes get microphonic or in your case, mechanical noise has reared it's head.
just replace the tube.
By the way what amp are you using?

The 12AX7 that's rattling is in a (new) Fender '57 Tweed Twin-amp.

The tube should be covered under the Fender warranty. Bring the situation up to the shop you got it from. If they are an authorized Fender dealer they should replace the tube no problem.
