I've wondered about these too.
I have a Behringer amp and it seems well made. Like you said, for 2 bills how could you go wrong?

Well, if it doesn't sound good, then it doesn't sound good. A low price isn't going to make it sound any better.
My experience with cheap 4x12s is that they sound great - untill you try an expensive one. Don't get me wrong. I really am a fan of getting the most out of cheap gear. I just don't expect that a 4x12 at that price (which includes shipping from Europe) will do what I want it to do at the volumes I want to do it. On the other hand, I haven't tried the Berhingers, so I could just be assuming the worst.
