Super Reverb Tube Help?

Hey guys. I have a "68 Super Reverb. I took off the metal tube cover on the little tubes and noticed that the 2 tubes on the far right were hardly glowing at all. Is this Normal? What do these tubes affect?

if the amp works in both channels, the amount of glow from the tubes is not an issue. Of course no glow = dead tube. SR is my fave amp and I'm happy to say I own one.

Brad, Gunny makes a good observation in that if both channels are working, those tubes are getting heater filament voltage. V1 on the far right is the preamp tube for the Normal Channel. V2..secodn from the right..is the preamp tube for the Vibrato Ch.
