Best home recording unit under $500

I'm throwing this out as my spare laptop I had in mind to convert to use for this just had a stroke...That's my luck of late!

Anyways, can you guys chime in on a unit that has on-board HD and possibly a CD writer - if that's a better option for mastering etc. - and also some on-board effects and possibly phantom power.

I have the option of using another desktop computer as a dumptank if using one of those multi-interface deelybops and a good soundcard with some recording software if the concensus is that it's a superior way of doing things, but I really would prefer to have a stand alone to avoid the afore mentioned issue of computer failure. I have done plenty of 8-track cassette recording and am attracted to this kind of device for familiarity. I have a buddy who keeps saying I just need to get a Powerbook and use Garage band...that puts me well beyond my budget.
