Fret question...

I recently bought a vintage guitar that has, at some point, been re-fretted.
It's a bound neck and the frets extend over the binding, and I imagine the tangs have been clipped.
There is a small gap between the fret and the binding and if I get...ahem, assertive...enough, the high E can catch under the fret.
I've tried lightly tapping the fret with only a slight improvement.
I don't want to use CYA because I'm afraid of damaging the fret board or binding.
I did just cut a new nut and moved the strings slightly inboard.
This might work, but any suggestions for addressing the fret problem would still be welcome.
