The ones I've seen have a little bit larger diameter washer underneath, and the smaller washer on top.
But I've seen them without washers as much as with washers, that does vary from guitar to guitar, but the proper mounting method is a washer on both sides.
That way either nut can be turned without fear of gouging the control plate.
