Sorry to be the voice of reason here, but that thing is huge! They wouldn't have had a complaint if they'd have built it in the back yard. That's no different than having some rusty old car on blocks on the front lawn.
I agree that there's a lot of overzealous enforcement going on, but there are a lot of things to think about here. I'm all for kids having fun, but you can't just ignore your neighbor's property values when you live in the city. What ever happened to "love thy neighbor?"
Besides, if their homeowner's insurance agent would have seen that thing, they would have been dropped like a hot potato.
