It's a speed *limit* not a target. I quite like to drive fast at times but that's the nature of public roads - we share them with drivers of various abilities and styles. I wouldn't advise performing an unsafe manoeuvre EVER. Wait until it is safe to pass and then do so. If it is winding you up, pull over and calm down. Driving is a not a right and I've personally dealt with some horrific injuries where the images still haunt me. Getting annoyed at the driver in front impacts on your observation skills & increases your chance of an accident massively.
