stuck behind someone going 10 under?

what does everyone feel the most TACTFUL way to inform the person that pulled out infront of you just to go 5-10 MPH below that they need to speed up?

1. blare your horn untill they pull over, get out and throw their coffee on you.

2. flash your lights at them and motion with your hands what the speed limit is (for example- motion with 4 fingers- then 5 fingers on the other hand to tell them its a 45, not a 25)

3. look around for the police before massing them on a double yellow, or passing on the shoulder

4. keep a mega phone in your car

5. drive on the side walk.

6. ask them at the next stop light if they noticed what the super large with signs said on the right side of the road

i have notice more and more it seems to be Camry owners guilty of this on an exponential level-which is sad because i really used to like camrys.

i know this is a really stupid rant, but people need to realize that they are hindering everyone else on the road with this behavior- going 25 in a 35 isnt going to do anything for fuel economy. im not sure i really understand why most of the people that pull out infront of me insist on going much much lower than the speed limit..

what would be to considerate way to inform others that they are being inconsiderate?
