+1 on adjusting what you've got. It's cheap and easy. All it costs is time.
Assuming that doesn't get you where you want to go, the DiMarzio Twang King is one of the best neck pickups you can buy. You'd have to spend double the money to get a better one.
Oops, just re-read your post. Raising the pickup will also increase output. Go for the Twang King!
