As for the cops, you may be witnessing either the fixing of, or insurance against future, tickets for members.
In high school we used to use a nearby CC for track training in the winter, they had great short hills for sprint workouts. They weren't such big fans of that so every time they would run us off we would shout "Go Cougars!" Cougars being the mascot of our arch rival school of course. I think one time they even got an irate call from the club.
Not a golf club but once in my 20's I attended a very ritzy party at one of the most exclusive clubs in DC. Out of town guests had rooms in the club and at another, even more swish, club across the street. I ended up spending the night at the second club at the behest of one of the out of town lady guests. It was a weeknight and I had to get up and leave this place' at 6AM to cab home, shower, and head in to work. I was a little embarrassed at having to put my tux back on at such an hour.
Turns out this place is so uptight that you MUST wear a coat and tie if you come in or out the front door. The doorman did not miss a beat when I rolled out of there at 6AM in my tux. "Good Morning, Sir. Will you be needing a cab?" I felt like James Bond!
