So the pilot light is on, but the tubes are not getting warm and there's no filament glow?
If so, the main fuse is good, but there's an internal fuse on the filament line that's soldered down to the circuit board. It could have blown. It's not a user-serviceable item, though. I don't have a VCXD schematic, so I can't tell you where to look for it, either.
For that matter, Fender considers the whole amp to be non-field-serviceable. For warranty, they just replace it with a new one and it goes back to the factory.
